For many seniors in Quebec, losing autonomy often comes with a major worry of having to leave their home one day because their care needs are increasing. Fortunately, the healthcare network offers a solid financial solution designed to prevent these stressful moves, and this option is called the Personalized Allocation.
Managed by Santé Québec, this program allows you to finance assistance care directly in your current living environment. Discover how this help works, who can benefit from it, and how it was recently reformed to strictly protect your rights and your wallet.
What is the Personalized Allocation?
This public program directly finances the assistance care you need without you having to pay an extra penny to your residence.
It allows you to continue living at home safely even if your health needs increase over time.
A simpler and more flexible daily routine
Normally, if you need help with your care like bathing or taking medication, a CLSC worker must travel to your residence. This public service often comes with rigid schedules that do not always adapt to your routine.
The Personalized Allocation simplifies things greatly because the government pays your RPA directly so that its own employees can care for you.
For you, this is a huge advantage:
- Greater flexibility : your care is integrated naturally into your day by the residence team.
- Less stress : you do not have to wait for an external worker to visit because familiar faces you already know are taking care of you.
A predictable and structured care model
This program relies on very strict financial and clinical guidelines:
- A determined hourly rate : funding is calculated on a fixed base of $34.30 per hour.
- Coverage during hospitalization : if you must be hospitalized, the allocation is maintained for the first 15 days. This ensures your services and care staff are ready when you return while avoiding financial losses for the residence.
- A precise intervention plan : approved activities like help with bathing or dressing are set based on specific times and frequency. Every minute of care is calculated using a standardized national grid.
Who is eligible for the Personalized Allocation?
This program is for seniors experiencing moderate to severe loss of autonomy who live in a category 3 or 4 RPA's.

Accessing this financial assistance requires an official assessment carried out by a representative from your CLSC.
Eligibility criteria in detail
To access this help, the resident must meet several key conditions:
- The loss of autonomy profile (Iso-SMAF) : you must have a loss of autonomy score between 6 and 14. This standardized score measures the intensity of a person's needs in their daily life.
- The type of establishment : you must live in a category 3 RPA which offers personal assistance services or a category 4 RPA which integrates nursing care, regardless of the size of the residence. To better understand these classifications, you can read our guide to Understanding the Terms PSR, IR, CHSLD and MDA.
- Home support program registration : the senior must be registered or eligible for the home support program of their local CLSC. If you are not registered yet, you can easily Find the list of CISSS and CIUSSS in your area to request an assessment.
- The collaboration agreement : the resident must consent in writing to have the RPA act as their official care provider and agree to be reassessed periodically or whenever their health changes significantly.
What services are covered and excluded by the Personalized Allocation?
The allocation only finances daily physical assistance tasks and unregulated healthcare activities.
The cost of basic rent, meals, and domestic help services like housekeeping are excluded.
Details of the program services

How does the program protect residents from abusive rent increases?
Thanks to recent ministerial reforms, the financial agreement is concluded solely and directly between the healthcare network and the RPA.
Your lease remains completely unchanged and your residence cannot charge you additional fees for this assistance care.
A legal shield protecting your rights
In the beginning, the initial formula of this program involved a financial aid structure that was added directly to the tenant's lease. Unfortunately, this legal grey area opened the door to excessive rent increases. Some residences took advantage of this to raise rates, sometimes forcing tenants to absorb major increases with some reaching 173% in the most extreme cases reported by advocacy groups.

Confronted with this, the Minister Responsible for Seniors, Sonia Bélanger, strictly updated the regulatory framework at the request of partner advocacy groups.
Today, three golden rules protect seniors:
- Separation of the contract and the lease : the contractual relationship is strictly between the CISSS or CIUSSS and the RPA. Your lease has no connection to the program and your rent cannot be increased under this pretext.
- No extra billing : no additional amount can be charged to a resident to cover a gap between the government tariff grid and the rates in place at the private residence.
- A public and neutral evaluation : eligibility and needs assessments are handled exclusively by healthcare network professionals to ensure the objectivity of the process.
